  17. <p>     During the Reagan-Bush years, the U.S. Supreme Court tried to
  18. seize most opportunities to chip away at abortion rights. Not
  19. so lately. Last Monday the Justices refused to hear Louisiana's
  20. plea to revive its defiant 1991 law, struck down by lower
  21. courts, which would have banned most abortions and sent
  22. noncomplying doctors to prison. The action, the second such
  23. within four months, suggests that despite bitter disagreement,
  24. for now the high bench is sticking by last term's compromise
  25. words: states may restrict abortion, but not ban it or impose
  26. "undue" barriers.
